Abstract: This paper proposes a method of encryption that is resistant against collusion attacks maintaining the hierarchy of JPEG 2000 codestreams to control access. A method of encryption using a single key with multi-dimensional scanning, which generates encryption keys from a single key in flexible order, is extended to avoid collusion attacks. First, collusion attacks are explained and sufficient conditions are considered to avoid them. Next, method of encryption to satisfy the conditions is proposed and its computational complexity is discussed. Moreover, a skip encryption scheme is proposed to decrease the complexity of operations with encryption. The effectiveness of the proposed method is demonstrated in various simulations.
